Some city employees in Vernon will be retiring early this year, opting to take advantage of an early retirement program approved by city officials.

The city council approved approximately $1.1 million per year for the next five years to fund the Public Agency Retirement System (PARS) Supplementary Retirement Plan, an early retirement incentive program, in hopes of reducing the city’s budget deficit for the 2013-2014 fiscal year.

Through the supplemental program, employees will receive 8 percent of their final base pay in addition to their retirement benefits and a retirement medical plan that was enhanced to include dependants and a stipend.

Two men dressed as Oompa Loompas from the film Willy Wonka and the Chocolate Factory are being sought by police in connection with an assault in Norwich.

A 28-year-old man was attacked by three men and a woman as he left a kebab house on Prince of Wales Road in the city on Thursday.

Two of the men had painted orange faces and dyed green hair and were wearing hooped tops, as in the 1971 film.

The victim suffered cuts and black eyes, Norfolk Police said.

Police are appealing for witnesses.

The U.S. government reportedly has seized an advance payment to artist Tim Hamilton for his work on nonfiction graphic novel detailing the activities of notorious Lord’s Resistance Army leader Joseph Kony in the Congo, claiming the money was being laundered for a terrorist organization.

The news comes from journalist David Axe, who collaborated with Hamilton on Army of God: Joseph Kony’s War in Central Africa, which was serialized online by the Dutch website Cartoon Movement. It will be published next year by Public Affairs.

Fans have been in a month-long Arrested Development dry spell, but there’s finally some news to report. And not just news, great news.

According to Deadline creator Mitch Hurwitz filmed so much that Netflix has agreed to expand the episode order from the original even 10 to an eventual 12-15.

“We are thrilled with the direction of the show, with the footage we have seen and with the relationship between Mitch, Imagine, 20th and Netflix,” a Netflix spokeswoman told Deadline. “At this time, we are not confirming or announcing the final episode count but we are sure fans will be thrilled when we do.”

Unlike many of my friends and colleagues, tablets have never been all that attractive to me. When I want to read (and I want to read frequently), I use my Galaxy Nexus (because it's always available). If I want something a bit larger, I have an inexpensive (and very lightweight) ereader. If I want to watch a quick YouTube video, I'm usually in front of my computer; and if I want to watch anything longer, I've got a nice, reasonably-sized TV in my living room.

Fans have asked for it and Marvel is delivering! That’s right, in an interview with District, Stan Lee confirmed that a Dr. Strange movie is happening, and he hinted at quite a few other projects, namely a film for the Black Panther.

In a survey of 323 SMBs just released by Spiceworks, a social business site, and sponsored by storage management vendor EMC, 62% report they are using some type of cloud  application, up from 48% at the beginning of the year and 28% a year ago. Most of this growth is coming in online file-sharing services (such as Dropbox), but haven’t moved into online productivity offerings in a big way just yet.

What makes the "disappointment" argument even more irritating is that it's simply not true. He's done nearly everything we elect a president to do, and he did it all with little support from the left, and massive obstruction from the right.

Is he perfect? No, he's human. Does he deserve some criticism? Of course, but at this point, it really doesn't matter.

What does matter is that this president has compiled a STELLAR recordm given the circumstances under which he took office. If you can look at this list of the president's accomplishments and not be excited, you have a serious problem with perspective.

One fifth of the world’s invertebrates may be heading for extinction according to ‘Spineless’, a report published today (Friday 31st) by the Zoological Society of London (ZSL), in conjunction with IUCN and the IUCN Species Survival Commission.

Digging up earthworms, chasing butterflies and collecting clam shells could become a thing of the past if enough isn’t done to protect invertebrates. And if they disappear, humans could soon follow. These critters form the basis of many of the essential benefits that nature provides; earthworms recycle waste nutrients, coral reefs support a myriad of life forms and bees help pollinate crops.

With public excitement about White House beer fermenting such a buzz, we decided we better hop right to it.

Inspired by home brewers from across the country, last year President Obama bought a home brewing kit for the kitchen. After the few first drafts we landed on some great recipes that came from a local brew shop. We received some tips from a couple of home brewers who work in the White House who helped us amend it and make it our own. To be honest, we were surprised that the beer turned out so well since none of us had brewed beer before.

In Parliament, the Agriculture Committee tabled a report seeking a ban on genetically modified food crops and a halt to all field trials. And the state of Maharashtra cancelled Mahyco Monsanto Biotech’s license to sell its genetically modified Bt cotton seeds.

Mahyco Monsanto Biotech is a 50:50 joint venture between Mahyco and Monsanto Holdings Pvt. Ltd. The company has sub-licensed the Bollgard II and Bollgard technologies to 28 Indian seed companies, each of which has introduced the Bollgard technology into their own germplasm.

A perfect storm of factors is producing record-high gasoline prices this Labor Day weekend, just as millions of motorists hit the road to catch the last breath of summer.

The U.S. national average for a gallon of regular gas hit $3.82 on Thursday according to AAA's tracking, jumping 7 cents in two days. Last year at this time, the average was $3.61.

"This week, the main factor that is driving up gas prices is the landfall of Hurricane Isaac in the Gulf Coast," said Michael Green, a spokesman for AAA. As the Category 1 slow-moving storm approached the region, many refineries were closed down so they wouldn't be damaged, stopping their gasoline production. "Whenever you see supplies drop, prices increase," Green said.

An aggressive donkey is being blamed for the death of Hollywood Park Mayor William “Bill” Bohlke.

He was found on his Atascosa County ranch about 50 yards from his truck about 10 p.m. Monday, at least 10 hours after a stud donkey apparently attacked him, Atascosa County Chief Deputy David Soward said Wednesday.

“They can become very aggressive, very mean, sometimes triggered by a female in heat,” Soward said. “We'll probably never know what triggered it, but it was evident that this particular donkey was involved, based on the evidence at the scene and what we saw on this donkey.”

When asked if Bohlke was kicked or trampled, Soward replied, “We can just surmise, based on the evidence that we have, all of that.”

A new reconstruction has given researchers new clues as to how the moon may have formed.

It is believed to have formed from a collision, 4.5 billion years ago, between Earth and an impactor the size of Mars, known as 'Theia'.

However, over the past decades scientists have simulated this process and hit major problems known as the 'lunar paradox' - finding the moon appears to be made up of material that would not be expected if the current collision theory is correct.
